In asking for your vote, I offer what the people of Milwaukee County, Wisconsin value and expect in their judges: personal integrity, independence, impartiality, knowledge of the law, and a diligent work ethic. Justice is hard work; I have a proven track record for working hard for litigants, the legal profession, and the common good. I would continue to work hard for justice as a Milwaukee County Circuit Court Judge.
My experience and character are what qualify me as the best candidate to serve you as a Milwaukee County Circuit Court Judge, and what distinguish me from my opponent. This election is about the qualifications of the candidates, not misleading campaign claims.
It is on my qualifications that I ask for your vote for Milwaukee County Circuit Court, Branch 23.
The current Branch 23 judge, who knows better than anyone else what is required to preside fairly and effectively over Branch 23, has endorsed me. I invite you to review my qualifications below and on my website,www.hannahduganforjudge.com, and I ask for your vote on April 3.
As a practicing attorney, for over twenty years I have represented thousands of people in state, federal, and municipal courts on diverse matters ranging from consumer class actions to municipal ordinance defense. As a legal fact-finder and decision-maker, I have refereed complicated attorney discipline cases for the Wisconsin Supreme Court and determined judicial discipline as a member of the Wisconsin Judicial Commission.
As a recognized ethics expert, I made tough decisions as an appointee to both the Milwaukee County and City of Milwaukee Ethics Boards; I was selected to serve in revising both boards’ ethics codes and selected to serve on the Supreme Court’s Commission revising Wisconsin’s disciplinary rules for attorneys.
As an elected leader of my legal peers, I served as President of the Milwaukee Bar Association and as a Governor of the State Bar of Wisconsin Board of Governors. As an appointed civic leader, I serve as an officer on the Wisconsin Access to Justice Commission and have served on numerous nonprofit boards, increasing people’s access to justice.
Clients, the courts, elected and government officials, my peers, and colleagues—all have entrusted me with important legal matters and sensitive decisions in challenging situations. My long record of legal experience and accomplishment speaks for itself. My long list of individual and organizational supporters reflects the respect my work and character has earned from many people representing all walks of life.

(MILWAUKEE) – Today, Hannah C. Dugan, Milwaukee County Circuit Court Judge candidate in Branch 23, announced she received the endorsement of the current Branch 23 judge, Hon. Elsa C. Lamelas. After 18 years on the bench, Judge Lamelas announced last November she wouldn’t seek re-election for another six-year term. Hannah C. Dugan is a candidate on the ballot for Branch 23 in the countywide election to be held April 3, 2012.
Judge Lamelas issued the following statement on March 6, 2012: “During the last eighteen years as the Milwaukee County Circuit Court Judge in Branch 23, I have learned a lot about our community, and about the personal and professional demands of the job. I have no doubt that Hannah Dugan possesses not only the experience and the intelligence to be a great trial judge, but also the discipline and commitment to justice that are the hallmarks of great judges.”
